Advance License will be closed only if the norms are ratified/approved by the Norms Committee. However, if the applied norms are not accepted by the Norms Committee, then the applicant has to pay Customs Duty + Interest on the excess import quantity to close the Advance License.

SCOMET item is an acronym for Special Chemicals, Organisms, Materials, Equipment, and Technologies and these are dual-use items that can be used for both civilian and military applications. India’s Foreign Trade Policy regulates the export of items in the SCOMET list. The exporter needs to obtain a license from the Directorate General of Foreign Trade, Ministry of Commerce to export SCOMET.

Once the Export Obligation is completed, the exporter has to submit all the relevant proof of export to DGFT and apply for Closure of EPCG License. Until the redemption of the EPCG License is done, the exporter is not allowed to sell or dispose off the said machinery.

Export Promotion Capital Goods (EPCG) License,  It allows import of capital goods at 0% Customs Duty subject to the condition that an Export Obligation of six times the duty saved is to be fulfilled within 6 years of Authorization issue date.
